At the moment normal users cannot create a Personal Herald rule like this:

• if I'm assigned → add Tag → my personal Workboard

Since, the "Add Project" action is only available in global rules. So, you basically must be an Administrator of the whole website I think.

It would be nice to understand if we can allow normal users to use that rule as well. So, that this is not a privilege for Administrators.

Maybe a workaround could be: in Personal Rules, allow to Add Project, but only to Projects you can edit.
