Did you create this with arc diff? arc which can explain why it chose rP.
You can also add a .arcconfig file and explicitly configure rHP there.

Or we can ignore that and manually push it to rHP when it's ready. I suspect one there's one commit in there, arc will automatically pick it correctly next time.
