https://we.phorge.it/source/arcanist/browse/master/src/filesystem/PhutilErrorLog.php$31 and rARC4399ee6b - looks like some test was done for "can we write the log file" and then it was "Temporarily disabled" 2 years ago.

We should probably either delete it or fix the "too much trouble" part.
