arc browse seems to be broken for this install.

When using the Phacility copy, this command:
arc browse webroot/rsrc/externals/javelin/README

sends me to https://secure.phabricator.com/source/phabricator/browse/master/webroot/rsrc/externals/javelin/README, but when running against Phorge copy, it goes to https://we.phorge.it/browse/master/webroot/rsrc/externals/javelin/README and 404s.

I can no longer reproduce this, so I'm guessing it was something bad in my setup.
