Summary

strlen() was used in Phabricator to check if a generic value is a non-empty string.
This behavior is deprecated since PHP 8.1. Phorge adopts phutil_nonempty_string() as a replacement.

Note: this may highlight other absurd input values that might be worth correcting
instead of just ignoring. If phutil_nonempty_string() throws an exception in your
instance, report it to Phorge to evaluate and fix that specific corner case.

Test Plan

After applying these two changes, get next expected exceptions about RuntimeException: file_exists(): Passing null to parameter #1 ($filename) of type string is deprecated and CommandException: Command failed with error #128! fatal: detected dubious ownership in repository at '/var/repo/1', but no RuntimeException about strlen() anymore.

25	I think this would prevent beeping for “0” and possibly “null”, instead should use nonempty string

25	@speck: I didn't use `phutil_nonempty_string` as my naive interpretation was that `getStr` comes from https://we.phorge.it/source/phorge/browse/master/src/aphront/AphrontRequest.php$209 allowing to return `null` as default. I'm happy to be wrong as I'm not familiar with the code base.
