Description

Steps to reproduce:

As an admin, Create a Mailing List User account via http://phorge.localhost/people/create/
As an admin, Go to the settings of a Mailing List user account at http://phorge.localhost/settings/user/mailinglist1/

Expected Outcome:
The "Email Addresses" panel is listed in the left panel.

Actual Outcome:
See no "Email Addresses" panel listed in the left panel.
