Background

Most applications (such as Maniphest, Paste, Pholio, Diffusion, Differential, Projects, etc.) have "Default View Policy" and "Default Edit Policy", which sounds natural and obvious to have.

The Problem

Conpherence has no "Default View Policy" and "Default Edit Policy", so all rooms created by default have the View and Edit policies set to Room Participants

Proposed Solution

Add "Default View Policy" and "Default Edit Policy" using the same approach as most applications with these policies.

Benefit

• Reduce the number of clicks when creating a room.
• Prevent having to edit the room just after creating it to change the view and edit policies.
• Reduce the time needed for creating a room if the desired view policy is fixed for all rooms.
