Cannot join an event if one cannot edit it

Description

Reproduction steps:

  • Create an event
  • Attempt to join said event from an account that cannot edit it

Interestingly, the "Join Event" button is not darkened, unlike the other edit actions. Additionally, I get the "Would you like to join this event?" dialog, whereas the darkened options would straight up tell me that I cannot edit it.

Perhaps we need an interact policy for events?

I do think a permission for joining the event or reporting it a good idea.
