I want to provide a description when I create a Conduit API Token
So I can remember what the token is used for/by in the future.

Being able to see a descriptive note reminding me why I created a particular Conduit API Token would be a nice quality of life improvement. I think this would be a nice to have for anyone using API tokens, but it seems especially helpful for bot accounts. Having something like this may have even helped me figure out what was going on in https://phabricator.wikimedia.org/T366587 more quickly.
