If a non-admin tries to access the Config and Daemons app, they will see the 403 Forbidden error. What I suggest is to allow everyone to use the Config and Daemons app, with the following rule:

Users with Can Use Application rule can view and use the Config and Daemons apps as 'read-only'.
Administrators have access to edit Config settings and manage daemons.
