Background

Many applications such as Maniphest, Differential, Phame, Phriction, Paste, and Pholio support quoting comments to reply to other comments. They mention the comment's permalink and the writter of the comment.
Comments on Ponder questions as well as answers to questions do have permalinks just like tasks, revs, pastes, wiki documents, blogposts, and mocks.

Problem

There is no Quote Comment option on comments for Ponder questions despite Ponder using monograms looking to use the same comment system as many other applications with commenting capabilities.

The Solution

Ensure the Quote Comment does show up.
