Reproduction steps
- On a new install, click on the setup issue "No Authentication Providers Configured"
- Select a provider (e.g. Username/Password; PhabricatorPasswordAuthProvider)

Unfortunately, I've borked the config panel due to some unrelated borkery; I'm running rP81653abb & rARC6718b32.
