Change Details

Currently you can only change the default view policy of Differential revisions. We need to have the ability to edit the default edit policy of Differential revisions. This will be useful in the upstream to restrict editing to: - revisions' authors; - members of #community or #blessed_committers; - reviewers added by users who can edit the revision
